If you hover over the arrow, it will tell you how long you have until it reaches the next tier. Unfortunately, sleeping through the night doesn’t appear to count for the time it’s processing.

To purchase a Drying Rack,you have to go visit Oscarat The Warehouse after 9 pm on the Westside, where you hire employees. When you enter the building, turn right at the ATM and head straight back. You will see Oscar standing at a white table surrounded by pallets of boxes.
